No, fuel is arranged between the renter and owner directly. Make clear what you expect from the renter. Most owners expect the car to be brought back as full as when the car was during the check-in. That way, no money has to be transferred between the renter and you.
If the fuel level is lower at the check-out, you can sent the renter to pay the difference.
